a- Participation in continuing education: continuing education is a right guaranteed by Law No. 60-17.

b- Remuneration and allowances related to the exercise of senior functions: Staff designated to follow continuing education to benefit from:

1. Remuneration corresponding to their statutory situations;
2. Allowances related to the exercise of higher functions, in the event that the duration of the training is equal to or less than three months.

c- Daily allowance for travel expenses: When transport, food and accommodation are not provided to them free of charge, agents benefit from a daily allowance for travel expenses, if the training is organized at the Morocco and outside the city where they work, and if the duration of this training does not exceed six months;

d- Travel allowances: Staff also benefit from travel allowances when they follow continuing education sessions abroad, within the framework of partnership or cooperation agreements concluded between Morocco and foreign States, the bodies or international organizations concerned. However, when the persons concerned benefit from scholarships granted by the said States, bodies or international organizations, they can only claim the benefit of the allowance for travel abroad within the limit of the difference between the amount of the said allowance and the scholarships granted by the aforementioned States, bodies or organisations.

e- Registration fees: registration fees in institutions providing continuing education are borne by the administration.

f- Others:

1. Qualifying continuing education is taken into consideration for access to higher positions or positions of responsibility;
2. Training and skills development are integrated as part of the staff appraisal process;
3. The training is oriented in line with the goals of redeployment and transfer;
4. Training is linked to promotion through the organization of continuous training which initiates competitions or exams for access to the appropriate functions.

a- Participation in continuous training: Staff are designated to follow continuous training, according to the needs of the service, by the head of the administration to which they report;

b- Presence at continuing education: Persons designated to participate in continuing education must Participate in training sessions and activities organized for their benefit. Any unjustified absence is considered professional misconduct subject to disciplinary sanctions, in accordance with the regulations in force.

c- Feedback: Persons designated to participate in continuing education must draw up a report at the end of the continuing education sessions and send it to the administration concerned.

d- Purpose of the training contained: The continuing education must relate to an area related to the attributions of the department concerned;

e- Diploma courses:

1. Staff are designated to follow continuing education leading to a diploma or certificate, by decision of the head of their home administration;
2. Staff on secondment are appointed by their home administration, on the proposal of the administrations to which they are seconded;
3. Agents designated to benefit from continuing education must provide proof of at least four years of actual service in the public administration and produce a certificate certifying their registration in the continuing education establishment in question.
4. State officials designated to benefit from continuing education must, at the end of this training, or after obtaining the diploma or certificate, sign a commitment to serve the administration concerned for a period of at least eight years. In the event of non-compliance with said commitment, they must repay all or part of the amounts from which they have benefited, unless non-compliance with said commitment is beyond their control.
5. Civil servants appointed to undergo continuing training are subject, during the period of their training, to the legislative and regulatory provisions relating to establishments providing continuing training, in particular with regard to the duration and programs of training;
6. Training sanctioned by a diploma or certificate abroad can only be used for training not available in Morocco.
